Lake Ontario is higher than normal. But Obama Administration treaties with Canada changed the way water is discharged by dams further down the river system. In the past excess water would be allowed to flow out through the St Lawrence, but now how much water is released is strictly regulated so that their are more wet lands surrounding the lakes. This is on purpose and part of the new treaty. Not sure if this affects the upper lakes or not but it affects Lake Ontario. Lots of flooding along the lake now.

I bet that is part of it. Ontario's level doesn't directly affect the upper lakes, as there's a big drop at Niagra Falls, but there are probably upstream flow restrictions from the same treaty. I hadn't heard about that, but I'm more than happy to blame Obama and the Canadians.
There are similar issues on the other side in the route to the Mississippi, but that came way before Obama and I don't know much about it, either. At some point, they even reversed the flow of the Chicago River. I think it's more often an issue of them draining too much water that way when the lakes are low.
