Or more?
Voters who already voted by mail receive an email telling them that their ballot is on its way: https://www.reddit.com/r/pittsburgh/comments/j6et1b/voter_duplicate_emails/
One commentor claims to have received 3 ballots.

What is their method of madness? My sister received a ballot in the mail to vote early. She didn’t request it, it just appeared. I received a large post card thingy, asking to go to their site to give my name, address & phone number if I wanted to vote early by mail.🧐
She lives 10 minutes away from me...not in a different state or county even. How in the world are they ever going to keep track of the votes for who is who??? Bad, bad idea😳

I hope you haven't thrown that card away. Call them and say "Oh yes, I'd like to vote early because I'm afraid to leave the house, and President Trump really needs my vote."
Then see if you get the application. If I were a betting man........

Yes, I'm disappointed that I live in the next county over, otherwise I'd be able to vote for Trump twice!

We had the option to do the early voting. They mailed us a card to send in so we could receive our ballots, but we like to vote in person...it's just a thing we do, like a day out. In the county my family lives in, mail in voting has been their only option for a few years now. The ranchers who live 40-50 miles from a voting place are more likely to vote by mail rather than make the trek to town, so the number of votes has increased

I want to make sure that my vote is counted, and that it is counted for the person I choose.

It's about a 30-35 mile drive on gravel roads for us, but we feel the same way. It's just better to vote in person, that way some postal worker isn't tossing it into the trash barrel.

I wonder if you can get married by mail these days? If you croak, can your family just drop a post card in the mail, application for death certificate?
Open an envelope, read;
"You are under arrest! Please report to....."
Some stuff needs to be done in person, and voting is one.....Joe

Only way to be close to sure your vote gets counted is if you are the one doing the counting. You might raise the odds by being there in person but nowadays it still ain’t a sure thing !

Just human error, I'm sure. After all, who'd sit down and determine which precincts voted heavily republican last time and mess with their ballots?
Stop with the paranoia, you're way too suspicious. At least that's what we decided at the last secret meeting we had about you.

It turns out that ballots for the wrong precinct were sent out to 29,000 Allegheny County voters! (The city of Pittsburgh is in AC.)
Some people filled out and returned these ballots already. It's unclear what will happen to them ...
SMH.
