Of course they would, congress has made themselves the only people in the country not subject to insider trading laws. Take for instance these enormous spending bills coming up for a vote. Nobody knows what's hidden in them, except those who've slipped in giveaways to certain industries and specific companies within those industries. It's not hard to predict a company will gain in value when you've picked them for a winner in the government sweepstakes, and nobody knows but you.
