Partly because they pushed enrolling in Medicaid to people with lots of resources but lower than above average income and that diverted a lot of the costs from the private insurance companies and directly onto the tax payer. But the real ugliness is in the following- ": In our first year of open enrollment, the percentage of 18- to 34-year-olds was about 26 percent. In 2016, it was 38 percent. It’s gone up a lot. But the bigger issue is getting healthty people in. If you’re enrolling a 55-year-old who is healthy, they pay premiums at three times what a 19-year-old does. They help the risk pool more than a millennial." In other words they successfully prevented certain classes of people from seeking private coverage that was less expensive so they could use the higher premiums that offers services they won't use to susidize the premiums of others who will use the services. And how tickled pink they are that this effort held the cost increases to 12%. So no troublesome worry about the poor suckers left to pay for those who are subsidized through taxes and who in addition get to pay for the bureaucracy to screw them over on premiums. The ever shrinking pool of the productive over the non productive.

whereiwant2b, They're totally focused on our responsibility to the greater good, the needs of the disenfranchised and downtrodden being society's foremost concern. But then, they're forgetting Margaret Thatcher's admonition about socialism running out of other people's money. Nearly everything can be rationalized if a person really tries.
