Since this is the conspiricy board, I'll advance a theory;

As long as they can keep her at 98.6 and breathing with or without a machine, blame her speechlessness and use of an etch-a-sketch on layringytus, continue to keep her so ugly that nobody will look at her volontarily, maybe add a bit of blush with some help from a taxidermist, this could well be Bill's third term from behind the scenes.

It's hard to tell from the video, but that shuffle looks very similar to what you see in Walmart as people with mobility problems are heading to the electric cart. From years of observing drunks, it doesn't look like an over-served stumble. Whatever her problem is, she's a wreck.
